Monitor is the Plane of Unbroken Law and the source of order that preserves the multiverse. The scenery of Monitor maintains a similitude of the Mundane Plane, but nothing is out of place. Within this perfect, unchanging landscape are four cores of multiversal law. These locations are called Axioms, each enforcing a fundamental tenet that governs the Planes, and each protected by inexorable constructs known as Arbiters.
